The Pennsylvania Public Utility Commission offer some safe guards.
All persons providing passenger transportation for compensation within points in Pennsylvania MUST have a certificate of public convenience issued by the PA Public Utility Commission (PUC).
The operations of PUC carriers are monitored for insurance, driver and vehicle safety, rates, service and territory. Therefore, be advised that you should obtain PUC name, number, rate, and territory prior to signing a contract. If a carrier has no PUC number they cannot legally provide services. Having a PUC number alone does not guarantee no violations; however, once the carrier is aware that the consumer is knowledgeable of the PUC regulations they hopefully, will ensure quality service based on proper rates and territory.
